Scope of Services

The Consultant will provide the following services in the Midlands of South Carolina:

• Conduct external outreach to small businesses, nonprofits, entrepreneurs, and community partners 

• Build and maintain referral relationships aligned with CommunityWorks’ mission 

• Share publicly available information about CommunityWorks’ lending and technical assistance programs  

• Conduct early‑stage readiness applications with prospective applicants. 

• Identify potential events and business opportunities and provide recommendations regarding CommunityWorks’ participation or presence, whether through the Consultant or CommunityWorks representatives. 

The Consultant will not review applications, provide application coaching tied to internal criteria, access internal systems, or participate in underwriting or approval decisions. 

Deliverables

The Consultant will provide the following deliverables: 

• Development of an ecosystem map for the Midlands region highlighting key stakeholders, partners, events, and referral channels to support CommunityWorks’ outreach and pipeline development. 

• Qualified small business referrals submitted through CommunityWorks’ referral process 

• Monthly summaries of outreach activities and referral volume 

• High-level observations or insights from community engagement

• Resume or CV 

• Cover letter or statement of interest outlining your experience and qualifications related to this engagement 

• Brief proposal that includes: 

• • Description of your approach to business development and community outreach in the Midlands region 

• • Relevant experience working with entrepreneurs, small businesses, nonprofits, community development organizations, or referral networks 

• • Examples of similar outreach, partnership development, or business development work 

• • Proposed compensation structure or consulting fee 

Proposals will be evaluated based on experience, proposed curriculum and delivery, experience in providing technical assistance, qualifications, pricing, and past performance. All submitted proposals become part of the files of CommunityWorks and receipt of the proposals implies no obligation on the part of the requestor.
